It varies with the source. Videos that were lightly compressed, such as raw screen recordings or camera footage, often shrink dramatically, while files that were already heavily optimized have less room to give. Combining compression with a lower resolution yields the biggest savings.
CRF stands for Constant Rate Factor, a way of telling the encoder to aim for a consistent visual quality instead of a fixed bitrate. The encoder spends data where the picture needs it and saves data where it will not be noticed, producing a smaller file with minimal visible loss.
Speed depends on your computer's power and the video's length, since all the work runs on your own hardware. Typical clips finish quickly, but very large multi-gigabyte files can exceed the browser's memory limits, so the tool works best on everyday-sized videos.
