Flipping mirrors the image across an axis, so text appears reversed and left becomes right. Rotating turns the whole image around its center without mirroring anything. A mirrored photo needs a flip; a sideways photo needs a rotation.
Yes. Apply both flips in the same session and the result is equivalent to rotating the image 180 degrees. You can preview the effect before saving and undo either flip if it is not what you wanted.
